1. Create USB installation media. Visit Microsoft's Windows 10 download page and select “Download tool now” under the “create Windows 10 installation media” section. Transfer the downloaded installer tool to a USB drive.

2. Run the installer tool (MediaCreationTool21H2)
Click Accept
Choose > Create installation media (USB flsh drive, DVD, or ISO file) for another PC and Next
Press Next
Choose USB flash drive
Plug a USB drive with at least 8GB space (All files on the USB drive will be erased as part of this process.) **Please use an empty unused USB drive
Press Next and wait for the installer flash into your USB drive
3. Once the USB drive is flash completed, you may plug the USB to the Dell laptop you wish to proceed with full format
4. Plug in the USB and power on the laptop and press F12 to boot into the boot menu, and find your USB drive to boot into the installation media
5. Press Next
6. Install Now
7. Key in the license key, license key can get from your superior
8. Choose Custom: Install Windows only (advanced)
9. Delete all the partition you have seen in this page until you see left one Drive 0 Unallocated Space and press Next
Windows will automatically create a partition for you
10. Wait for the installation progress once it done it will automatically boot into a fresh installed Windows 10 Pro Operating System
11. Windows first boot up complete all the steps given and you will boot into the desktop page
